Gooey is discussing why the spring might be treacherous for his son, an outdoor city employee...

Gooey: "It'll be muddy...everybody lets their dogs out."

Ted (singing): "Who let the dogs out?"

Gooey (singing): "Everybody lets their dogs out!"

Ted (singing, trailing off as his attention is pulled back to his Internet UFO research): "Who let...the......dogs............out........."

[silence]

For the record, Ted was looking at extraterrestrial conspiracy websites and UFO schematics for a big chunk of the afternoon yesterday.
